What Sveti Stefan is and who goes there
Sveti Stefan is a fortified islet on the Montenegrin coast, linked to the mainland by a narrow causeway and run for years as the Aman resort, so the island itself is largely closed to non-guests. Most visitors stay on the mainland side, at the Miločer estate or in the village of Pržno just north. The draw is the beaches: the pink-shingle strips either side of the causeway, plus Miločer and Kraljičina plaža (Queen's Beach) below the old royal park's pines. Couples and higher-end travellers come in summer for the setting and the calm water; day-trippers photograph the island from the viewpoint on the road above. Budva's old town and nightlife are a ten-minute drive north, which is why many combine the two.
The cross-border drive from the airport
This is an international route: Dubrovnik Airport sits at Čilipi, only about 15 minutes from the Montenegrin frontier at Debeli Brijeg. After clearing both checkpoints the road drops toward Herceg Novi and follows the shore of the Bay of Kotor. The usual fast option is the Kamenari–Lepetane car ferry across the Verige strait, which cuts out the long loop around the fjord; from Lepetane you continue via Tivat, over the coastal ridge to Budva, then a few kilometres south to Sveti Stefan. The final approach is a winding descent with the island appearing below on the right. Expect roughly two hours plus, but border queues in July and August, and ferry waits, can add substantially to that.
Practical points for this particular route
Carry your passport in the cabin, not the boot: you will present it at both the Croatian and Montenegrin posts, and everyone in the car must be reachable. Because you leave the EU and enter Montenegro (which uses the euro but is outside the Schengen area), check that any hire arrangements or multi-country travel insurance actually cover crossing. Cars from Croatia need a valid green card; a reputable transfer company handles this, but confirm it. The Aman island is gated, so ask your driver for the drop-off point matching your hotel — Pržno, the Miločer side, or the upper road. If you are arriving late, note the Kamenari ferry runs through the night but less frequently, and border traffic peaks mid-morning and late afternoon in summer.
